House Construction in Asmara

It is true that land allocated is not for sale or for transfer. The right of sale or transfer of the constructed house is possible. It means that the land where the house is constructed would be transferred or it can be sold indirectly. A person who is allocated land now has to go through the legal means as the following steps.

  1. Pay 2% and other obligations as a first step.
  2. Assign a representative by filling a form in the Eritrean embassies.
  3. Send all necessary documentations to your representative and ask him or her to go to the municipality and accept the allocated land.
  4. Take samples of designs from Asmara municipality or you can make the design from private architects.
  5. After you decided which type of house you want to construct then you apply for verification from Asmara municipality. Here, there are so many divergent views. Some say it takes from 6-8 months for verification of the design. Some say that if you made your design abroad they won’t accept it. In my opinion it is important for us to have the right information about this case from the authorities themselves.
  6. Anyhow, after your design is verified by the municipality you contact a consultant which is very important for assuring your construction goes the right way. I think without consultant your construction will face a lot of problems.   7. The consultant helps you in outlining bill of quantities, tendering and supervision. At the final stage of the construction he writes a report to the municipality that the house is constructed according to the regulations.   8. Designs from municipality could be around 16000-20000 nackfa. Otherwise, designs from private architects could be 5-5.5% of the total cost oh the house to be constructed. The difference in price is obvious and the other important difference is the designs you get from municipality are low in price but are rigid. It means you cannot modify it. The designs from private architects, it is expensive but you have the right to change as it fits your desire.
  9. The consultant it could be paid like salary per month or as a piece work. You can make arrangements.
